does anyone know what program i must set up on an nec electra elite ipk 48-196 to get my aleen vme 4000 to answer when i call the analog extesion

Your voice mail system should answer when calling one of the analog stations without any programming as long as it it connected to analog staion ports on the Elite IPK.

CM 4-35 to tell your analog port it is a VM port for DTMF.....
Your VM should answer already though...

Im not an NEC expert so I dont know the program off hand but if its not answering perhaps you did not tell it what kind of card is in the slot. (SLI(4)/(8)-U( ) ETU etc... Im plowing through this same integration right now and I can tell you the place to look is in the feature specs library under Analog Voice Mail Integration.
