I think I have access to some information about a unit that will translate CID information into DTMF, which might even be better for you. I'd be willing to bet that using one of these in conjunction with an Asterisk box might be just what you need.

Matter of fact, I'd bet a few more dollars that an application can be set up on the Asterisk to handle the whole thing.

Hopefully, Kumba or one of our other guys who are familiar with this product will chime in shortly.

Oh, and yes, I'm being serious in this post.

I kinda thought my post was positive, it is software and support for what you are asking about, but it isn't cheap, have a few clients that use them.

I would think any IVR could do this....
