NEAX 2000IPS, DtermE telephones. Lines are direct terminations (key system). The customer wants to use the carriers transfer function which requires a flash on the line. According to the manual, under these conditions, the recall key acts as a timed switch hook. However it seems to be putting the called party on hold (at the CO), but returning intercom dial tone. What am I missing here? Have not been out to look at it yet.

Thanks for the reply. I actually never saw it before I fixed the problem. The Recall buttons were programmed as speed dial buttons ! Made them F1009 and away we went. Sorry to have wasted your time and the forums bandwidth by going by what the customer said.
