Did NEC not tell you how to isolate the problem ? They told you in the NEC tech board how.
Remember the cross over cable using the 2-T1 cards to prove if it is in your equipment or the carrier?

You do have a T1 card? right. If not the other troubleshooting step would work also.
The final outcome is get with XO and tell them to fix the problem.....
