Hello all! Does the 2000 IPS2 busy out dead lines. Does the analog co card busy out a trunk that has lost D.T.?

It will busy out a analog CO trunk for outbound access, but not inbound.

Not necessarily. If volts are still there, it will stay up. Loss of Dial tone isn't always due to disconnection. However if the line does get disconnected jzett's answer applies
