I have an upcoming IPK to IPKII migration that has not gone as smoothly as would have hoped. The final snag has come in the form of the PRI not working on the IPKII. The question is does the IPKII need a clock card to work like the IPK does?

No, it does not require a clock card.
Are you using a DTI U40? The PRT U20 cards will NOT work in the IPKII.
If you do have the DTI U40, is the firmware on the DTI card updated on it to 5.12?
Also, what version is the IPKII?

Dip switch setting on the DTI-U40? They are different for a T1 vs. a PRI.
