I am looking for a timer for my F route tables. When I dial a number without pausing the call go through. If I pause while dialing the same number the call does not.

Are you talking about desk to desk dialing or toll bypass??

External numbers such as cell phones. I noticed that when you call a number and you pause then continue dialing the 9 and the 7 digit number will show briefly in the screen and then it will drop what ever numbers is entered after the pause.

There are two timers involved here PRG 21.01.03 (10secs default) which is the end of dial timer. Normally on calls to the outside this timer will only kick in if your ISDN trunks are set to enblock signaling and may be using ARS without the translation tables set correctly. Another if you are using LCR or ARS is PRG 20.03.04 (1 sec default) which despite it's name is also an end of dial timer when using ARS/LCR.

What do you normally set 20.03.04 at? I am thinking 5 seconds might be good.
