I want to add an ESIE. Do I just piggyback it and reset the system, or do I need to delete the ESIB that it's going on first?

On the IPKII : remove the ESIB from the slot, delete the card on the phone in 90-05, then insert the ESIB/E 16 port card, your original 8 ports should be back o the B part and you will have 8 additional ports to setup.
The only time you need to power the system down is if you have to remove the CPU or InMail vmail.
Make sure the ESI B/E are the same revision (U10 or U20) You cannot put a U10 E on a U20 and vice versa, it physically does not fit.
