A little more information is needed:

When the call does not go through, what happens? Do you reach a recording? fast busy signal? something else? If you reach a recording, what does it say?

Do you dial the cell phone number using 7 digits (I think that is still allowed in the 413 area code/LATA 126) or 1+10 digits?

I'm not familiar with NEC telephone systems so my questions will be fairly general.

If the telephone system is operating as a PBX and the telephone lines are grouped together in a "pool" (dialing a "9" before the telephone number itself usually indicates this), the telephone system just grabs any available line in the pool and dials out.

The problem could be with one of the telephone lines, but if there was a line issue, you would run into the same problem calling other telephone numbers from that line.

If you try to call the cell phone from a stand-alone line (a fax line perhaps) or if there is any way to directly access each of the pooled telephone line, can the trouble be duplicated?

The problem could also be with at&t wireless or a carrier issue between Verizon & at&t wireless, but troubleshooting those types of issues needs to happen from within at&t wireless &/or Verizon.

What type of PABX? 2400 covers a range of systems! Eg SDS, IVS, IVS2, IPS, IMG, MMG, IMX, IPX, to name a few, all with differences!

That said, it is probably a line fault!

I have a NEAX2400 IMX. I had ATT wireless check their end and they said there were no issues and of course the usall verizon answer no problems on our end. If it is a line issue i will have to go at Verizon again.

Do you have access to, and know how to use the MAT terminal? If you do the the command you should try is DCONX!

Use this to do a trace on the extension you are using and see if it gives an insight into which trunk/s /route is giving the problem. If it is one or a few trunks you can temporarily stop the issue by using MBTK to busy out the problem trunks but you will need to find out which they are and report the faults to your carrier!

Also, what kind of trunks? If it's analog, test each trunk at Verizon's Demarc to see if it's bad. If so, call it in as bad to Verizon.
