Fellow programmers need your assistance. Here is my issue: Client wants to be able to transfer answered calls out to their tech's cell phones. I went into program 15-07 and made a key a dss/one touch and entered the cell phone number, however, it will not transfer out...any suggestions?

You will need to enable the ablility to have tandem trunking on the system. It is a class of service restriction by defualt in 20-11. Try that.

Check 20-11-14 to make sure it isn't restricted in COS

There is no check in 20-11-14. I have double checked. I have DSS\One Touch setup as the tech's cell phone number. The client presses the transfer key and then the programmed function key and the transfer again for a blind transfer. Or should I have it set in a different manner?

As I reread your first post - i think the problem is in the procedure, not the programming. You cant transfer externally like you are doing an internal transfer. There are a few options - if you have the manual, take a look through the section on Tandem Trunking/ Unsupervised conference. I am pretty sure it won't work the way you are trying to do it....
