I had the same problem (thousands of port scans and false logins) when I first set up my own archive.
The solution was simple yet elegant: I configured the FTP server daemon to listen on a non-standard port up way above 1024.
The result was impressive. Those who knew what they were doing, and how to point their FTP client to a non-standard port could still get through without any trouble.
However, the false logins and scans dropped by 90%, easy.
