I usually try to get all the temp stuff out now and then. Easiest way is to reboot, click on start > run > type "%temp%" without the quotes and click ok. If you just rebooted, you should be able to delete anything in the window that pops up. Sometimes there is one or two that are in use on some machines, just ignore those and get the rest of them.

Just for the sake of discussion, try running the Disk Cleanup tool and see if it gets rid of those pesky folders & files.
You can get to it by opening the Properties on your hard drive from within My Computer. You'll see a Disk Cleanup button just under the pie chart showing disk useage. It'll crank away for a while - might even take a couple minutes - and then present you with a list of things to delete.
I usually check every box except the one offering to compress old files. If, of course, I haven't already uninstalled the disk compression feature from Windows itself - if disk compression isn't installed, the option doesn't even present itself.
As far as DOS goes, you could try navigating to the %temp% folder and cleaning things out by hand. 'dir /a' shows you everything in the folder, 'attrib -s -h -r *.*' clears the pesky System, Hidden and Read-Only attributes, and 'rd /s foldername(s)' should remove the folders and anything in them. Just remember that anything deleted in DOS bypasses the Recycle Bin so take caution.
