Alot of companies use the dialogic cards. Executone, Intervoice, etc.
If all else fails, use a BFH.

I am looking for software to setup few voice mails for some of my customers on low budget. I have dialogic cards for four port VM and voice modems for two port VM. I would like to buy software for under $300 with North American technical support over the phone. Software must be capable for integration with any PBX. I don’t wont anything fancy just a regular Voice Mail for PBX. Searching internet didn’t give me any results.
Your advice is highly appreciated

If it were just as easy to load some software and a dialogic card to make a voice mail, the big companies would not make any money. As such, you can get all the free software you want from most voice mail manufactors, but unless you buy the license codes or software lock(referred to as a dongle sometimes) it won't work. For example, i can take an old PC, load the KeyVoice software and install a dialogic board, but without the $1500 software lock, it is useless. Unfortunately, it will be virtually impossible to build your own voice mail, especially for $300-400. Try looking on eBay for a good deal on a used voice mail system. Keyvoice, Active Voice, Digital Speech, are a few that will work on most PBX systems.

Thanks for the post. Unfortunately you're right about dongles. I just thought that I might try to find something. How about this one https://www.stok.com/comet.html I am wondering if anyone used it in the past?

I have used the comet voice mail software on my toshiba with no problems. It is a dos based system and will require a little knowledge of dos to set up. The price was certainly right. JBW

Key Voice would be your best bet, especially if you want to use the IVPC boards for the digital intergration.

We currently have keyvoice software with analog dialogic card. But the dongle seems to no longer work. cost is a concern that is why I am asking if the commet software would work or any others that may work with comdial dxp system, with impact concerge system.

We have built a voicemail application for our customers that need a cheap VM solution. Runs on Win95/98 and needs a Dialogic card. We sell with a used card, software, and include setup for $1500. Good markup if anyone's interested. The system has been developed over the last 2 years and seems to work fairly well.
