We have Comdial phone system with Key Voice Technologies pc based voicemail. The voice mail system is approx 8 years old. I have some messages I copied to a disc and want to save, but I don't know what file format they are (extension is 3 digit numeric) so I'm not sure how to convert them to a file format such as avi or other common audio file format. Does anyone have any advice? Thanks.

Go find an old copy of Cool Edit Pro and play with the file extension until it recognizes it and plays. Chances are its in ADPCM format, also known as "tone and silence", probably with ~8khz mono sampling rate.
Cool Edit was bought by Adobe and is now sold as Adobe Audition, but the old version was as good as the present, and free.
