Is the voice mail same manufacture as the one it replaced?

The voice mail is the same manufacturer - Key Voice, just running on a new PC. It seems like the Switch is not Call Forwarding the call to Voice Mail when some one is using the extension when a call comes in.

If the voicemail is doing a supervised transfer, try changing it to an unsupervised transfer. Or vice versa.
