How is an ip pbx differ from legacy pbx telephone system used in businesses?

In the end...not much, they both help you connect to the outside world. Legacy PBX's can be set up and configured in many different ways, and so can IP PBX's, so it is difficult to answer your question.

Perhaps you can elaborate more on what you are looking to accomplish with a definition?

The only real difference between the two is how voice traffic gets moved around. IP systems turn voice traffic into data packets to flow on the data network while legacy systems digitize the voice and use Time Division Multiplexing (TDM) to move the voice around. Both systems have to share the road in a way, but digital systems have fewer road blocks to contend with.

Unless you're connecting two remote sites, you gain no advantage with an IP system. You gain nothing by using your network to talk to the guy two desks over. Also, if your network has any weakness at all, IP systems will make them very easy to spot. Legacy systems- so called because the HAVE a legacy- have worked out most all the bugs you might find in a business communication system, but may not have some of the newer features that may or not be important in your application.

It's going to boil down to how good is the company installing your system and how well is your network really implemented.
