Wow. This is just like our scenario. Nothing but problems since the PRI was installed. I am going to ask for a new PRI from the local provider. NO softswitch in the mix.

Good luck. Don't most providers who use softswitches ONLY use softswitches?

We are going out today at 900am to have a vendor meet. I will let you know what we find. I will insist on no softswitches. I think the customer is making a change soon on the PRI provider

The vendor will take his test set and check the PRI. Of course it will pass and they'll tell the customer it isn't their problem. Be prepared for that.
On the off chance it is the PRI car have you replaced it?
