How can I gain system dial tone from an outside phone?

I understand that you must:

1: Assign DISA Trunk in MMC#410

Ok, so lets say that Trunk 720 is setup as a DISA trunk. That is about as far as I understand.

What is the next step to gain a dial tone from an outside line(home office)?
