I am installing a 1CTI voicemail on a Samsung iDCS 500. I can get transfered trunk calls to forward in a busy and all call state, but I cannot get them to transfer in a no answer state. I have attempted to change cfna timers and have combed through the manual but can't find anywhere else to make changes that might affect this problem. Please help.

CFNA works on a station to station basis, and when a trunk call is answered then transferd directly to the telephone. When the VM answers the call then you try to transfer to an extension, CFB or CFA works but CFNA will not. It appears this only happens when transfering out of the VM.
Could this be an issue between the analog VM ports and the digital station ports?
It sounds to me that your Call Type Digit is not set up correcting in MMC 726. You need to find out what DTMF tone or Digit the VM is looking for in a NoAnswer State and set it.
