It is working as designed.
Just reverse your understanding of LCR COS

The system will use the FIRST COR allowed by COS for extension that is programmed to use LCR. It is done in MMC712.
That means if you have something in COR1 and COR2, COR1 will always be used (until there is no more trunks to use in COR1 trunk group).
To make it work do the following:
Setup RT1 (Routing Table 1) COR1 to only have your default trunk group for extensions that have no access to LCR.
You could assign all faxes to COS1 so that they dont get affected by it.
In RT2, COR2 set your alternative route (Lets say VoIP) and in COR3 your default (ISDN). Leave COR1 empty.
That way, any extension with COS3 will be able to dialout by default via COR2 which is VoIP and if all trunks are busy or unavailable, it will dialout via default (ISDN) trunks as a backup.
We have this system going perfectly with OS500+Asterisk.
As the TheTelephoneMan said, its a Route Advance rather then LCR.. All you have to do to make it work as LCR is to reverse your COR's.
