I think that I would fix the "no channels" first. Maybe the issue is starting with the SMCP and the MGI not talking to each other or dropping out. Make sure the IP your using is not in their DHCP range. Next I would make sure in MMC xxx that TOS is set to the standard of 10111000 (46) to flag voice packets and network set to voice priority

I had a customer that set an IP to the same adress as their MGI and got the same sort of symptoms.

Easy way to check is ping -t the mgi adress and unplag the lan from the card.

Failing that you probably need to change the card.

1. Where are your ITP phones, local or remote. If all remote, have you tried putting one on the local lan? Do you get the same results? If you do move on to 2. If not, then the issues are network.

2. If issues are reproducible on the local lan and if they truly have a 90% failure rate, then do some after hours testing. First take a current backup of the database. Then try it at a default state on a separate 4 port switch. This will take all network out of the picture and isolate the issues on a defaulted switch. If the issues still occur, then systematically swap hardware until issue is resolved. Start with MGI then MCP.

Keynotes: What kind of switch are you using? You must use a 10/100 switch. 10base T hubs and switches are not compatible. What software load is on your MGI and ITP phones?
