Ver 2.1 is the version of the phone and not the system. Do you have a rel. 1 or rel. 2 system? If your wiring is correct then you may have a bad 8DLI or depending on the rel.(1 or 2) and when you installed the board it may not be active.

Check that the extension ports for the 8DLI card have been assigned extension numbers in the numbering plan.

Paul correct me if I'm wrong but without station numbers assigned you should still get dialtone.

I'm not sure if the ports have not been setup that you would get dialtone.I'll have to try it out.I am going under a guess that the 8DLI card may have been added after the initial system was powered up and the system assigned default numbering to the base cabinet extensions.

I added an 8DLI to a release 1 system that is up and running. The phone is up and working with the execption of an extension number. You have incorrect wiring or a bad 8DLI card. Without the 8DLI present you will not get any display. The version number is being displayed because the 8DLI is providing station current only.

Check the system version mmc to see if it lists the card as a 8DLI

I"ve experienced that with a dead DLI card. Card provides set power but no communication...

So do you guys think that if i power down the system and uninstall the 8dli card then power up the system i will still have my first 8 ext's off the base cabinet? Would it be worth it to move the 8dli to a different universal slot and see if it comes up then? Does the base cabinet ext's xconnect to the first 25 pair on pairs 1 through 8? The install manual is unclear about the base cabinet ext.'s connections

Yes you will still have the first eight. Yes try it in a different slot before you call it bad.
