I am working on a Comdial G0408 system. The customer has 7714 sets. His company has sent him 7700 sets to replace the 7714. Will the 7700's work on the system without reprogramming?

Probably not. The 7700 has 3 "B" and 14 "A" buttons. A 7714 has 8 and 14. The only way is if by some stroke of luck they don't have B4-B8 assigned. (from the bottom the 5 buttons in the second row.)
IIRC a 408 system starts assigning lines from B1, so you may get lucky if the cabinet is only using 3 lines :-), but it still may complain bitterly over the phone type.

Is it much trouble to change the ports to accept 7700 sets?

Your 7700 sets will work fine. What Carl was saying is you may have some programming to do.
