I agree to keep an analog line for the fax. Another idea is the fax services that give you a number and send the faxes to your email, they also work in reverse.
Using Foip through a proven gateway that cares about Foip, like Dialogic, Epygi or Grandstream, you would probably have better luck. Expense though... compared to a cheap pots line.
In a few years, I figure this will never be a problem as SIP and FOIP evolve.

We are seeing more and more EFT going via GSM rather then POTS, same with Monitored (back to base) Alarm Systems.
We are starting to get whats called naked DSL. Which is normal ADSL but with no voice service on the line.

We've done several sip installations using Voxitas, OfficeTone & Paetec. About 1/2 of them went thru seemlessly (it was truly plug/play). The other 1/2 had issues: some carrier, some internet at client side, some software level of OS7xxx system. Also be aware that on SIP trunking, Caller ID Name is not guaranteed. It is a cheap and reliable service when it works. Should also have copper as backup lines tho
