Reason is you have a pri card in top cab and needs i beleive 24 v and all other cards dont might be why it works in second cab also why first cab works

Check the capacitors on the 5volt rail. They normally pop if the psu is old/er after a power surge.

I see this alot with older 500's, the switch mode psu's just die, they will be working fine, then you turn them off and they don't come back on.
I have yet to see a fuse blow on any of the samsung system PSU's.
Plenty of dead psu's from various systems but no fuses blown I just had the same problem. The switch seems to have beenthe problem. I took the top off, re-seated the cables going to the switch. The copper seems to have been oxidized. Also, I think I may have a bad PSU as well, because half of my phones do not come on.

In programming it will show what cards are running off which power supply.
