The phone company does or previously did bill for calls as once the call was answered there was a polarity reversal and that signaled the phone company billing hardware to start timing the call for charges.
I don't know if that is exactly how they are doing it now, but I can remember when Mitels billed for calls after so many seconds if the call was answered or not. If you rang someone's number for three minutes then the Mitel charged for a three minute call even if it was not answered. This was a source of anger on the part of customers who had not "completed" a call.
Someone who is experienced in programming OfficeServ would have to answer this question to get an absolute answer.
Samsung has employed pre-sales engineers to answer questions such as these. 1-800-876-4782. They complement the installing dealers and do not "steer" sales to anyone. Samsung dealers are free to call for a pre-sales confirmation of features with answers sent to the customer or dealer as requested.

The feature you are after is called (down here at least) Meter Pulse, but it needs to be supported by the carrier and only works on PSTN trunks.
You will need MPD hybrids fitted to your trunk card and the necessary programming done on your system, for the charge rate per pulse, etc.
Polarity reversal was (the incumbent decided to withdraw this service) used (again down here at least) to disconnect a caller who has hung up on an AA/Transfered externally on PSTN trunks.
