Has anyone had success connecting a Samsung 7200 to a company called Level 3 using their SIP service

Odds are high that there would work. Have Level 3 set up a trunk and DID for you for testing.
SIP carriers are normally willing to do that in advance of a sale.

Yes they provided a DID for testing. I can receive calls but have not made a succesful outside call. All SIP trunks show no service. They also provided a login and password to provide access to their network.
