How do you have the systems connected? I'm assuming via QSIG PRI?
The cisco has good debuging you can do which will point you in the right direction.
What is the error you are getting when trying to dial?

We are not using QSIG PRI.we are using via SIP server before that we tried via H.323 (having one way communication)we are using MGI2. then we switched to SIP now there is no error Cisco side .If we generate call from samsung to cisco working fine but when we call from cisco to samsung it rings after answering cisco side ip phone can hear but samsung side digital ext cannot hear .thats the issue .there is another question that how can i get trace from samsung maybe i can see some error.i hope its clear my settings are:

Try putting 10.220.1.2 in MMC 838.

You can remove the sys01 programming out of MMC820, as that is only for SPNET, since you are using SIP its not required (not that the cisco supports spnet anyway)
Why is the cisco router the public ip?
