You need a wire tester but if all you have is an ohm meter then make up a couple test cables. Test the wires for continuity with the opposite end open. This should be all open circuits. Then test again with opposite ends shorted. All the resistances from each conductor to the other should be close and very low in resistance. If both of these test are good then check that your color codes match.

I would start at the PBX with all other connections removed and test it there if it is good there reconnect and go to your next conections points and disconnect everyhing going out to the station end from there and test if it is OK then the feeder cable is good. Continue on this route until you expierence the problem at that point either change the feeder pair or change the pair on the station cable and reterminate the jack end to that pair or replace the entire station cable.

Okay, sorry for the delay in updating - I think I finally got it licked. Looks like it was a bad feed pair from the MDF. It was frustrating to sniff out but I have it back online now, let's see if it stays up smile
