Ok, update. I was able to persuade the local contact to let me go through again on my own.
I couldn't open everything but is doesn't look too scary under there.
Still looking for some input about making it easier, or any major issues to look for.
Should I estimate, for time. this kind of install the same as an above the ceiling job?

I'd definitely estimate differently than a standard, dropped-ceiling install.
Factor in your labor as a cable-rat, working in some of those rather tight, 2-foot holes, trying to install cable supports without damaging the existing cables, etc. All while you're hanging upside-down (perhaps it should be cable-BAT instead?)
If you have to drill through any of those panels, remember - they're not just lightweight cellulose, like ceiling tiles. We're talking some high-density particle board with metal backing. And sawdust - LOTS of it! And something about sawdust and metal shavings getting sucked up into rackmounted gear seems to piss of IT Directors for some odd reason...

Those tiles are not too bad; the concrete filled tiles are a pain. Cut or drill them outside and don’t forget to use a plastic grommet. How deep is the raised floor? If possible use the tray, like Sam said, and keep it off the floor.
