The cables were terminated w, Cat-6 RJ-45 modular plugs. Certifier says he uses these all the time. We did put lube on cables, but that was 2 weeks ago.

ALWAYS terminate data cables on RJ45 jacks and NEVER use 8P8C plugs. Do this and your 350' installation may work howbeit your speed will be slower.
By the way, there is no such thing as RJ45 plugs (If you hear a head beginning to explode, it is Ed's). :nono:

I would try replacing one of the jacks with a high-quality one and re-test.

Not for nothing, but you've got a Mickey mouse installation and I'm surprised that anything works. If your 'certifier' says he puts plugs on cables all the time and it works then you should run away from him.
You are attempting to get 'certified' results - which are contingent on putting in a 'certified' system (EIA/TIA 568/9/70 etc), without putting in the system.
I don't know what you are expecting. You do cheap, you get cheap. This is not rocket science, but it does require trained professionals.

The picture is becoming clearer. I thought the random open condition that you reported earlier was just a bad patch cord on the tester, but the field installed 8P8C plugs are now the prime suspect.
Try this: Use a simple straight continuity tester, the type just lights up 4 or 8 leds to indicate that all the pairs have DC continuity. Hook it up, and if it shows good, start [gently] flexing the cables at the ends. Chances are good that you will see those random opens occur as the cables are flexed - this is why installing modular plugs directly onto solid-conductor cable is bad news. You might want to demonstrate this to the CG...

Sounds to me like he's jerking you around. Your responsibility ends at the patch panel and the jack. Anything else he wants to stick on it is his problem.
