Come on guys, it is just a splice in progress. They always look nasty at that stage. From what I can see, the splicer is doing a pretty good job of lacing the pairs into place. The tape, etc. is just his way of keeping the pairs from separating.
I'd say he is fortunate to have that much slack to work with to remove the discrete connectors and get the splice into a module of some sort. My hat is off to him.
Walk a mile in a cable splicer's shoes.

At least the splicer is on the splice. I've seen them laying open wrapped in "slicker" because the foreman told the splicer to "let it go for now because we got a hot one to fix!"

I have a lot of respect for that guy! I bet he knows his stuff. There are a lot of telecom professionals that are forced to work in those types of environments! Pretty crazy though.
