Looks like its a tool holder that a machinist or woodworker would use on a Lathe turning machine.
Doing a quick search on Cat 40 turns up lots of references to that term and machinists.
Or am I missing something?

The 'Cat' in Cat-40 comes from Caterpillar (the big yellow earth mover guys.) They invented that standard of too holder for CNC milling tools so multiple tools can be held in a carousel and changed to the spindle automatically. 40 is the taper size, sizes 30, 45, and 50 are also available.

Sorry guys. I just though, "WOW, CAT 40", this ought to be a chuckle!
Kinda like licenses issued by the BATFE for different levels of 'bang'. Level 3 is normally enough for gunsmiths. There are several for explosives, including 23(?) for NUCLEAR!

around here there are several business listed as CAT5 ..they're in the storm shutter protection and it refers to the saffir-simpson hurricane wind scale cat 1-5 when I see a truck with a big CAT5 on the side it always gets my attention

CAT5, That's that new multi use low voltage wire. I here you can use it for door bells, thermostats, speakers and even some of them new computers you know the new ones that have them phone plugs not the old ones with the cable television connections
