Hi guys. I am as close to a telecom guy as our small company gets. We have a Nortel system with 5 incoming lines and 16 sets. I am currently trying to clean up the huge mess the local phone company has created over the years. To make this a really neat and efficient install, I need to move the entire setup about 5 feet down a wall. The problem is with the 25 pair cable coming into the building. They only left me 2 feet sticking out of the conduit. What's the best way to extend this cable about 6 feet?

Head the cable with an amp plug and use a 5-10 foot C-X cable.

Just terminate their cable on a, dare I say it?, BIX block, or the older "66 Block". From there, run 2 x 4 pair cables or a 6 pair or larger to the new field where your inside & system cables terminate and terminate those or that cable on a separate block..
X-Connect the lines to the system block.

The problem is with the 25 pair cable coming into the building. Whoa! Are you talking about the cable coming in from the phone company, with their protector terminal on the end of it?

Whoah....Hold on a minute. The "cable entering the building" and the entrance terminal that it terminates upon cannot be moved or modified by anyone other than the telephone company that owns it.
Am I reading too far into this? Are you referring to the outside utility feed cable entering the building or just a tie cable that extends service from a central utility room, closet, etc. to a suite? There is a big difference.
Please, please do not attempt to move a true building entrance cable/terminal on your own. While it looks like a solution that you can do on your own, you are not permitted to do this, period. Please don't violate utility laws with regard to tariffs. We would never advise anyone to do this on this forum.

A little more info: The 25 pair cable comes from the phone box out at the street, through pvc conduit, and into the closet. There is no end on it. The phone co. guys have it punched into a set of 4 fuse blocks that I cant find any info on (model #R66CI-6P, carbon block suppressors?). Then it goes through our phone system. The phone co. fuse blocks were added to the system years ago after we had trouble with surges. They are worthless as I have lost 2 systems and countless sets due to lightning over the years (I fixed that problem myself a few years back by running all lines through Panamax protectors, have had no problems since). I was planning on eliminating the fuse blocks. Are they untouchable? Can I not even move them?

they're primary protectors , your panamax is secondary protection . read the panamx docs and you will see they are designed to be behind the primary protection they aren't worthless they need to be there , the panmax wont work without them from that point out it is still regulated and you cant touch it , from that point inward to the premise it becomes unregulated and you can do what you like if they need to be moved contact the telco I have lost 2 systems and countless sets due to lightning over the years if you had a decent phone vendor they would have suggested the secondary protection after the first event , saving you far more than the cost of their service

The TelCo CO protectors aren't worthless. They are there to mainly protect the CO side. You are responsible to protect your own CPE (Customer Provided Equipment).
