when a user dials 9 (outside line), hangs up, picks up the receiver, dials 9 makes call, hangs up the third time the CO will get tied up in the system and not allow that line to dial out until the line has timed out.
Under the system status screen it shows 1Tmp0 and system busy. How may I correct this problem from happening?

Go to the system options screen M,and set disable auto fault to Y.
