Is it possible to block specific numbers from calling in on a PRI? We are using a CS100?

Not through the system , your dial tone provider might be able to help you out.

They can't do it either. Is there a 3rd party device that I can put before the PRI to trap the calls?

what kind of lines are you using on the CS 100 ?? If you are using a PRI it probably will not work this might work https://www.privacycorps.com/products/?id=20

We are using a PRI. I can find lots of solutions for POTS lines, but nothing for PRI
