I have no dial tone coming out of my phone system, I do have dialtone at the demarc block.
I have a battery when I go off hook and press 9, but all I get is a voice staiting that "your call cannot be completed, please try again later" then in about 15 seconds or so, it has the annoying out of order tone,any ideas as to a fix would be greatly appreciated. Thank You!

Ok, we Heard you Twice....But, to me it sounds like Your Provider,,,The ESI systems do not ever say " your call cannot be completed, please try again later "

If you have dialtone at the demarc then you either have a bad line port, it is programmed wrong or not cross connected properly.

Has it ever worked?

Depending where you are in NY we may be able to help you out ... which is a gentle reminnder to complete your profile... ie location, the company you work for etc...
