I'm adding PRI to an APS SW ver 7.01. I can receive calls but when I try to dial out the channel drops. All dipswitches on DTI-P are off, Adtran T1 CSU ACE is installed, Channels are set as active in class 29 group 1, system was defaulted with card installed in slot 1 of the base cabinet. How can I tell if the card has been flashed for something else?

Check with the PRI provider as to which protocol is being used, NI, 5ESS or DMS-100. Make sure all the trunks match that protocol for starters.
Make sure in configuration that a D channel has been allocated.
Make sure the group attribute is set to 2 way in Class 29.1 and that the lines are set to DP in Class 11.08 for each trunk.

Also, in class 29, check to make sure the channels are assigned into trunk group 1 in the logical trunk bit map.
