How can I tell on a Cisco UC520 whether International outbound calls are being blocked? How would I enable/disable?

No, there are no COR commands that I can find. I also checked the GUI, and no call blocking is set. We called our provider, and they said that International calls should go through fine.

What are you sending to the carrier? Try the following debug commands (one at a time) and test.
debug dialpeer debug voip ccapi inout
Of course if you are telneted in you will need to issue the term mon command from exec mode. Do a term no mon when you are done.
