can you make a outgoing call on the line ?
is there Centrex service on the line that requires a leading 9 ?
have you been on site and verified the problem and the fact that the dsl filters are properly installed ?
no reason fax and DSL service cant coexist

Just to cover all bases, have Bell Canada (or whoever the LEC is) test both fax lines.
One thing that might help would be to put (2) DSL filters on each line.

This problem isn't terribly common anymore, but it still happens often enough to be irritating. There is a small possibility that the voice portion of the circuit is being transported via IP somewhere along the way. If so, faxing will be sketchy unless the carrier supports the emerging T.38 standard. But that's a stretch; I'm convinced that the trouble is due to DSL service being shared on your voice-grade line. I've tried using ferrite chokes on the line cord (to supress any noise introduced by the fax machine), which got me nowhere. I like dexman's idea, which may help if the DSL signal is a little on the hot side. Customers that experience this problem will also sync up at the lowest BPS rate if using a modem instead of a fax.

I don't want to be unrespectfull but make sure your filters pluged in into fax machine not a DSL modem.

DSL and fax don't interfere with each other then run on two different freq.s There probably is a LD carrier in the loop that is IP based.. you will have to call your provider and tell them the problem.. Hopefully they will be forthcoming with the info and have a secondary route that is TDM. A lot of carriers are using the IP LD because it is cheaper. But there is still TDM LD out there
