ECR (Enhanced Call Routing) monitors a network's Service Switching Points (SSPs) and/or Service Control Points (SCPs) for "Network Busy Messages", and determines alternate tandem paths and re-directs calls across those alternate tandem paths when the normal high usage and fixed tamdem routes are either at full capacity or unavailable.
