That depends upon the service provider of the numbers. Most providers will release the numbers to another service provider that they provided to the customer as long as the original contract period has been satisfied. It is very rare that this cannot be done except for some providers that use VoIP.

Be careful though. Some service providers have term contracts that cannot be broken without a monetary penalty.

Make sure you check the availability of porting those numbers before telling the customer anything DJG.
There are a lot of gray areas concerning your question depending on the carrier and geographical location.

Have a meeting with the customer in the morning, will try to get more info??? Contract is up and the ABC company that has the PBX is trying to switch them over to a VOIP system, for the last 4 weeks but have a lot of problems, So they want to tell them go fly a kite and switch over to XYZ company, but don't want to lose the numbers.
