trying to install ceeco fire box using rj31x jack, trying to use a existing line. followed the direction to use gry/brown to teleco. but I think the red/grn should be teleco. the phones in the garage are not working but the fire phone does?

sounds like you have your jack wired wrong. What model ceeco are you using? This may help. I am not sure about ceeco panels, but for other panels I have used the incoming phone line, is normally green for the tip, red for the ring. Then leaving the panel to the station is brown for the tip, gray for the ring. Also remember the panel should be the first thing in the loop.
I Swear I did not touch anything

CO line comes in on 4 and 5, goes out to the phones in the house on 1 and 8.

Installers beware! There are several RJ31x manufacturers out there that must have been color blind and these made it past QA. You should check the physical wiring of your jacks prior to installation.

Just buy Suttle brand and everything will be fine. I stocked up on ATT/Lucent 635B's before they stopped making them (the big gray ones) and have what I hope will be a lifetime supply of the "good stuff".
We find WAY too many cheapo import jacks used for RJ31-38 connections, in fact I don't know of any alarm system equipment distributor that doesn't sell the cheapo as their primary product. You have to ask for a quality brand, and usually only telephone supply houses carry them.
Don't fall for big names, like Honeywell or Ademco for this hardware. They are just reselling import junk under their name recognition.
Think of it like this: The RJ31 is essentially the first point on a voice line, so it's automatically the proverbial weakest link. That's the last place that a dollar, yes a single dollar, should be spared.
As JWooten mentioned, wire colors on the jack can vary widely between manufacturers whether intentionally or not. As Jeff mentioned in his earlier post, the key is to have the line enter the alarm system on pins 4 & 5 and exit on pins 1 & 8. That's an FCC national standard (USOC) that never varies.

PS something I see a lot is when alarm guys use stranded wire and it doesn't make a good connection on the screw terminals.

ICC's quality of their RJ31x jacks are muck nicer than the junk the alarm guys leave for me to hook up to.
I try to always keep at least 6 in the glove box along with a few "real" suttle RJ48X jacks for the occasional T1

We supply locations with Leviton RJ-31X jacks when required, and they are reliable.
In on Red/Green (4&5)and out on Slate/Blue (1&8)
it's all tip and ring
