I've never seen anything like that security system wise. If I'm understanding you correctly, the Doctor wants a single keyfob or transmitter that will indicate precisely where he/she is at all times?
The closest thing I've seen to that technology is a nurse call system which lights a light above the door of a hospital room when a nurse is in the room made by Hillrom.

You need something like a system with separate receivers for each room and transmitters that will change an addressess(parhaps IP) automaticaly everytime you changing your locations.

I've done some personal protection related stuff... what they are asking for can't really be done, practically speaking.
You're going to want to hardwire a panic (with individual zones) into each room, and then augment this with a wearable panic that is portable.
There are also body-worn pager systems made to work with close protection teams, or on-site protection officers. They may be able to make se of such a a system with office and/or nursing staff. _ You've also got options for call-backs, safety words, duress codes, and other methods.
If their concerns are that great, then they need to rely on something closer than police response, and better trained than most building security officers. They should at least consider having someone there with them that is trained for close protection AND with a strong background in handling emotionally disturbed persons.
My two cents, HTH - YMMV, etc.
Learning as fast as I can.

You may want to contact Vocera (Voicera?) and see if they have anything you can use. They can also use Vocera to call eachother, page, show which room or building you're in, etc. Very nice wireless LAN system!
