I'm still having issues with a Bogen PCM2000, CPU, TIM, ZPM installed. The audio level coming to the 70v speakers is very low. Music is just fine, but telephone paging is not quite right. I've seen Valcom and Viking paging units, can anyone recommend a unit? I checked out MCM and found this There are four, in-store ceiling speakers, and one paging horn. All are running on 70v with step-down transformers.

I don't see how another amp is going to help you. What is there now?
What ever it is should be fed from the CPU mod and have its output connected to the CPU mod to take advantage of the zone switching. Music should also be connected to the appropriate input on the CPU. If the music is OK and the page is too low there is a BGM level control. Turn it down to match the page level then increase the level on the amp itself which will bring the combined level up to where you need it.
If you can't do that it sounds like something is not installed right. With only 5 speakers is there a need for zone paging?

How are you connected to the phone system? Page port, CO trunk?

The PCM2000 can connect to the phone system any way you want to- trunk, station, page port.

It's connected via a trunk off of a Norstar.
Hal- The setup is as you described, out and in of the amp connect to the PCM's respective ports. BGM is going through the PCM's CPU. BGM is pretty low as is, and even cranking the amp up to 80% power from 30% power doesn't help the page volume.

Sounds like you need more gain. What amp are you using? Try a mic input. It should be obvious, bring the BM level down to the page level.
