Try changing the polarity of the output from the phone system. Had a similar issue once with a Valcom and a Nortel and swapping the output leads cleared things up.
Sometimes the thoughts in my head get so bored, they go for a stroll through my mouth. This is rarely a good thing.

For troubleshooting purposes, try powering the horn from a different power supply. The V-2000 provides 24VDC for powering speakers and it is plausable the internal power supply filtering caps may have failed.
