Better late...: If problem is not in outside lines, suspect the transmitters in the handset. The carbon in them would cake from high humidty. To loosen the carbon, remove the transmitter and tap it against something. Also, we carried pencil erasers to clean the "contacted" areas on the bottom of the transmitters.
If it ain't broke, don't fix it!

C'mon Tony, we used to just 'bounce' transmitter on the desk and put the handset back together, AFTER putting a little more tension on the contacts in the transmitter cup.  John C.

Although that trick usually worked, the main problem was the "tin can contacts" in the keys.

There are a few things it could be liek the 400 line cards or the relays on the cabinet or the keys themselves. (WOW I dont believe I am even talking 1A2)its been many years since Ive had to work on one. Good luck.
