Hmmmm.......
Verizon was the predominant LEC in the region but decided to sell out to Fairpoint a few months ago. Everyone knows that the incumbent LEC usually carries the last mile of most CLEC circuits at a minimum. Maybe Level3 has no control over the new level of service that Verizon is no longer responsible to provide. Could this be a matter of Fairpoint biting off a little bit more than they could chew?

I can't speak about Vermont, but I did a lot of work for Level 3 here in NYC. They were VERY picky about the quality of the work done for them.
For example: We built out nodes for them. Big node, lots of power, lots of fiber, lots of muxes- They wanted the hardware to be just so: Everything hung with 7/8" Rod. X# of threads (I think it was 3, but regardless it was X, no more, no less) showing below the bottom of the nuts and the nuts themselves installed with the rounded side down. Lord help you if you installed the flat side down. Their inspectors were all over you.
The fiber we installed for them had to be just so. Fusion splices had to be practically perfect. I had real grief with dissimilar fibers on one job for them (gainers in one direction, losers in the other).
Of all the CLECS I worked for (and I worked for a lot) they demanded the highest quality of work. I would tend to think that a series of fiber problems would not have been the result of poor maintenance on their part.

While Fairpoint is the "big dog" in Maine, New Hampshire & Vermont, there are several ILECs in those states. Fairpoint just acts as a point of entry to those companies.

Now it sounds like a political buyout retirement plan for all Verizon employees via Wall Street.
As in, a futuristic settlement of the biggest hedge fund of speculators in Wall Street looking for payback on plant and equipment. This is the region to do it. After all it's easy to start the accounting books over with 100% depreciation on a new acquisition of old plant and equipment. You bunch of thieves!!!@!

The fiber sloptic failed? What ever happened to national security and redundancy and all the left over copper for T-1 backup?
What about the 600pr that was abandoned to the microwave building in favor of fiber?
Redundancy is like having a baby that poops it's pants. Sometimes backup is more then just diapers.

What is even more funny today is if you get a call from a Texas service provider. Bath and who know what works. The mall daisy chain poop holdings. Do the job and ask? How is the Governors mansion in Texas?
The Texas guy had no idea that the mansion caught fire.
Based on this... and it's speed lets go back and fix 1a2 for laughs and performance.
