Because Verizon wants out of the local loop business. They want to make their money selling circuits to CLECS, letting them deal with the end user headaches.

The customers don't understand that they are making a one-way decision when they go with FiOS. While it is true that a customer can force Verizon to give them back their regulated service, most people don't bother. Verizon comes out ahead because the dial tone portion of the service is just another unregulated product, like Bill said.

2 questions.
1. Will it become financially advantageous to recover the cable for the copper? I know it can be in buildings.
2. Will the cost of copper drop, in relation to Gold?
