When reprogramming a live DSS, phones through out the system drop. Is this a common problem? IS there a way to prevent this?

I have never heard of this happening. I have programmed many DSS without any problems.

Yes this is an Axxess system. By drop, I mean the phones go dead and to get them back I had to reterminate the x-connect.

CDphoneguy,
Axxess version 5.1 and higher has a potential problem (has for me a couple of times)of resetting the system if you program to many DSS buttons at once through session manager. I had one system do this to me a version 5.118, every time I programed more than say 5 DSS buttons at once, backed out of that field to update the system it would drop all calls in progress and reset the system. This is a documented problem and was on the HOT LIST. The way around it is to program only 2 buttons or so at a time, update and then program a couple more. Since this is a bug, it may or may not work in your case. I am going to take a guess that its a 128 cpu in a dual cabinet. Or a single cabinet maxed out. Let me know your setup, software version, cpu size, single double triple or quad cabinet. I have not heard of this problem yet on software versions 5.0 and below.
